ExpressVu and Snow = no TV?

So last night I got home around 8pm, in the snow storm we were having.  One of my neighbours called and asked to come over and watch a show because their satellite was down.  Their neighbour had the same problem.
 
Is ExpressVu really that vulnerable to snow and rain?  Are the old cable TV ads showing [...]
